Mission Statement:

The mission of the Office of Third Party Billing is to generate maximum revenue for children of Baltimore City Public Schools (City Schools) who have health-related and/or special needs, and provide support for school-based staff through the recovery of Medicaid funds in accordance with federal and state regulations, which would aid in the attainment of a culture of excellence.

Vision Statement:

The Office of Third Party Billing seeks to maximize the recovery of Medicaid funding and resources for children in City Schools with health-related and/or special needs through efficient and effective data-sharing opportunities/efforts, and through constant empirical evaluation of billing recovery methodology while providing support to schools and school-based staff and in partnership with the entire community.

What We Do:

  • Our vision will be accomplished by:
  • Supporting the policies and procedures of city schools by working collaboratively with the Offices of Special Education, Related Services, Student Support, and Compliance in providing documentation of services rendered.
  • Attending state and national Medicaid workshops to gain knowledge of the new policies and regulations and to continue data sharing with MSDE, DHMH, and DHR.
  • Conducting area-wide trainings to central office staff, coordinators, principals, and IEP Team Chairpersons regarding Medicaid procedures and updates.
  • Providing extensive on-site training to school-based educators regarding Medicaid expectations and procedures.
  • Providing on-going reports to central office staff and administrators of outstanding data and received data
  • Assisting school-based staff in managing TPB data through the use of the Princiapl's Dashboard.
  • Transcribing medical encounter data received from City Schools direct service providers and service coordinators, Office of Infants and Toddlers, and the Department of Juvenile Services.
  • Developing a Third Party Billing Training Manual yearly for distribution to principals, IEP Team Chairpersons, Related Service Providers, and classroom teachers.
  • Continuing successful self monitoring practices as mandated by MSDE and
    DHMH.
  • Conducting high-volume automated Medicaid billings for some administrative and direct medical services to students with disabilities pursuant to their IEP on behalf of City Schools, the Baltimore City Health Department, the Baltimore City Infants and Toddlers Program, and the Department of Juvenile Services.
