Evaluation of Improvements in Baltimore City Public Schools - School Years 2001-2002 to 2006-2007
The Baltimore City Board of School Commissioners (the Board) and the Maryland State Board of Education (MSBE) are required to conduct a review and evaluation of the improvements in Baltimore City Public Schools (City Schools) every five years since the 1997 reform initiatives. Westat Inc. conducted the first review in 2001.
Results of the evaluation conducted by an external research organization, Bonham Research, covers school years 2001-2002 through 2006-2007. This review and evaluation, required by the Maryland General Assembly, focus on three areas: student achievement, key master plan initiatives, and system management.
